Specialist Financial & Management Consultancy for the Public Sector
Nonsuch Finance is a specialist financial and management consultancy working exclusively with local government, central government, the NHS and public bodies. We help finance and executive leaders bring clarity to complex financial and organisational challenges — from reorganisation and reform to efficiency, transformation and long-term sustainability — with senior-level expertise applied directly, not filtered through layers of delivery teams.
Founded by a former Chief Finance Officer of the Greater London Authority, with 30+ years of senior public sector finance leadership.
Credibility
Nonsuch Finance works with organisations across local government, central government departments, NHS trusts and public bodies — bringing senior public finance leadership experience from the Greater London Authority, the Cabinet Office, the Home Office, local government and the NHS directly to every engagement.
Why we exist
Public sector organisations are being asked to make increasingly difficult financial decisions — often on compressed timelines, under public and political scrutiny, and with less internal capacity than the scale of the challenge demands. Local Government Reorganisation, SEND and High Needs Block pressures, transformation programmes and long-term financial sustainability all require the kind of senior, specialist financial judgement that is expensive to hold permanently in-house and difficult to access quickly through a large consultancy structure.
Nonsuch Finance was founded to close that gap. We provide the calibre of financial thinking associated with the largest professional services firms, delivered directly by senior practitioners who have held public sector finance leadership roles themselves — without the scale, cost base or delivery hierarchy of a major consultancy. Every engagement is led by senior expertise from first conversation to final recommendation.
We work across two connected disciplines: financial consultancy — strategy, planning, management, business case development, climate budgeting and green finance — and management consultancy — efficiency review and corporate services transformation. Increasingly, our work concentrates on the moments where these two disciplines meet: Local Government Reorganisation and SEND/High Needs Block reform, where financial and operational decisions cannot sensibly be separated.

Engagement
We start by understanding your organisation's structure, objectives, financial position and constraints — with no assumptions carried over from a generic template.
A thorough, evidence-based review of the financial, organisational and operational issues affecting the organisation.
Clear, prioritised recommendations, supported by financial analysis and strategic thinking, built to withstand governance and scrutiny.
Hands-on support as recommendations move from plan into practice, working alongside your team rather than handing over a report.
Ongoing input to build stronger financial decision-making, resilience and long-term organisational capability.
Public sector
Senior financial leadership. Specialist public sector knowledge. Direct, practical advice.

Founder & Managing Director
Enver Enver founded Nonsuch Finance following a career as Chief Finance Officer at the Greater London Authority, bringing over 30 years of senior public sector finance leadership across the GLA, the Cabinet Office, the Home Office, local government (county, unitary and district) and NHS trusts.
Enver has recently worked in partnership with Langbrook Finance to provide senior financial advisory services on behalf of the Department for Education to local authorities and Integrated Care Boards developing and submitting their SEND Reform plans — direct, current experience of the exact pressures many public sector finance teams are navigating today.
That experience shapes how Nonsuch Finance works: senior-level financial judgement applied directly to your organisation's position, not filtered through junior delivery teams.
A look at the financial pressures currently facing local authorities and where specialist advisory support adds the most value.
